We do have a 'proscribed list' to deter people who would be a negative influence on the Party. We have a strict policy that no rapists are allowed to join (including child-rapists who go by the euphemism 'paedophiles), so anyone who has the desire to commit such heinous acts, is better off not getting in touch at all! As far as other crimes go, that depends on what, when and why - we don't expect people to be angels, so there is a degree of leeway in that area (but no leeway for rapists).
